Each Cloudflare account receives a unique web address that functions as a stable identity anchor for any AI agent running on it, and operators can issue per-agent “Virtual Wallets” with configurable spending caps, merchant allowlists, and maximum per-transaction amounts. The system uses stablecoins rather than traditional payment rails.
How Cloudflare Wallets Work
Cloudflare Wallets operates on a two-tier structure. The Account Wallet is the central balance — it can receive, hold, and manage stablecoins. From that balance, operators issue Virtual Wallets to specific AI agents, each with independent limits set at configuration time. An agent cannot exceed its Virtual Wallet’s caps, draw from the Account Wallet directly, or transact with merchants outside its approved list.
The identity component is a separate layer. Each Cloudflare account gets a unique, stable web address that serves as a verifiable identity anchor for any agent deployed under it. Operators can extend a child identity to a specific agent — so the purchasing agent handling software licenses has a different verifiable identity from the one handling vendor payments. According to Cloudflare’s press release: “Cloudflare Wallets give AI agents deployed on Cloudflare a stable identity and the ability to make purchases online safely within limits set by their human creators.”
The Three Human-Set Guardrails
Cloudflare Wallets provides 3 configurable controls per Virtual Wallet: a spending cap (maximum total spend before the wallet is blocked), a merchant allowlist (only pre-approved merchants can receive transactions), and a maximum transaction size (a per-payment ceiling, independent of the overall cap). An agent reaches any of these limits and all further spending from that Virtual Wallet stops automatically. The human operator does not need to approve individual transactions within those limits — the guardrails replace per-transaction oversight.
Why Stablecoins Instead of Credit Cards
Traditional payment rails require human KYC (Know Your Customer) verification and account ownership in a legal entity. Stablecoins allow programmable, verifiable transfers without that dependency — an AI agent can transact autonomously as long as the stablecoin transfer conditions are met. Cloudflare has not confirmed the specific stablecoin used in Cloudflare Wallets. The payment mechanism builds on Cloudflare’s earlier x402 protocol, which allowed agents to pay for API access via stablecoin, and its June 2026 launch of Temporary Accounts for Agents.

Before Cloudflare Wallets, businesses deploying AI agents in purchasing workflows faced 2 unacceptable options: grant the agent access to a full payment method (uncapped risk), or require human approval at each payment step (eliminates the automation benefit).
