    Anthropic CEO Dario Amodei published an official company position on open-weight AI models on July 27, 2026, stating that “Anthropic has never advocated for a ban on open-weights models” and calling open models without dangerous capabilities “a public good.” The post responds to industry accusations that flared after Anthropic was absent from a July 24 open letter signed by Nvidia, Microsoft, Meta, Google, and OpenAI urging Washington not to restrict open-weight AI. The clarification reached a score of 684 on Hacker News, making it the top story on the site.

    What Amodei Said

    Amodei rejected the ban accusation directly and drew the line at dangerous capabilities, not openness. “Open-weights models that don’t have dangerous capabilities are a public good: they don’t cost anything besides the compute needed to run them, and they provide value to businesses, developers, and researchers,” he wrote on Anthropic.com.

    His stated concern is geopolitical, not competitive: “My primary concern is the risk that authoritarian governments—not solely the Chinese Communist Party (CCP), although the CCP is clearly the most capable threat—build AI models that are more powerful than those built by the US, and use them to achieve permanent military superiority or perpetrate incredibly deep repression of their own people.” Amodei cited his essay “The Adolescence of Technology,” written 6 months earlier, as evidence his position has not changed.

    The 3 Policies Anthropic Wants Instead of a Ban

    Amodei’s post names 3 specific measures Anthropic supports: chip export controls to China, a crackdown on industrial-scale distillation of US models, and mandatory safety testing for all sufficiently capable models — applied globally, including to Chinese models. None of the 3 restricts open weights as a category.

    The post also marks a policy divergence from the letter’s 50+ signatories. The letter asserted that open weights make it easier to develop safeguards; Amodei disagrees on biological risk, arguing that biology has a structural attacker-defender asymmetry favoring bad actors and that released weights cannot be withdrawn — a point the UK AI Security Institute has also made.

    Businesses weighing closed vendors such as Anthropic against open-weight alternatives such as Qwen, Kimi, and DeepSeek now have a clearer read on regulatory risk. TechCrunch reported on July 21 that the US is considering sanctions against Chinese AI models over IP theft; Amodei’s statement confirms Anthropic is not lobbying for that outcome, according to reporting by Julie Bort at TechCrunch. Teams comparing options across the best AI tools for business can treat open-weight availability as stable under Anthropic’s stated policy asks — with mandatory safety testing as the one measure that would add a compliance step for open releases.

    Amodei’s statement is politically necessary and consistent with his prior writing: Anthropic is not a protectionist, but it is a safety hawk. The real signal for businesses is the mandatory global testing ask.
